Usually the landlord appoints the managing agent (if he does not manage it himself). Sometimes a dispute might arise concerning the appointed agent. In such circumstances the lessees may decide to take over management by setting up a Right to Manage Company (RTM). As an alternative, Leasehold Valuation Tribunal (LVT) of the Residential Property Tribunal Service have powers to appoint a new agent if an application is made and upheld.
